Is it useful to mount a bootable CD?

I was asking for help with something, and got a response of, “You can mount the ISO file with a program such as isohunt,” which doesn’t quite make sense because isohunt (basic Google, no extreme investigation) seems to be a p2p program, but anyway, the image is for a CD bootdisk, so is there any point in mounting the ISO on my Linux Live CD? The bootdisk is to make changes to Windows, but, if burned, it would show a fullscreen command line program with instructions. So if I mount this using Linux LiveCD on the same computer, will I be able to make the same changes to Windows that I would if I could burn it?
