There probably aren’t many ways you could bypass the filtering within Windows, based on my understanding of how PicBlock works (I’ve never encountered it personally). There is a program that can retrieve a BIOS password / provide one with the same hash value as the original. You could use this method to boot a LiveCD or whatever. This would be best since you could access the BIOS without needing to erase the password, which your parents would notice.

I can think of several methods that would be more reliable (such as installing Linux via Wubi), but the BIOS is the least likely to attract attention.
