There are a few, Bart CD, Boot PE, etc. But they are of limited functionality and usually “built” for a specific purpose.

I have never seen a version of Windows that can be used without a HD. Like you said the only thing I have ever seen that works like this is Linux or Unix.

I don’t believe so. This would cause Microsoft to lose money if they created one. The reason that Linux has one is the open source functionality.
While it may be possible to create a Window Live CD, it is most certaintly illegal, although extremely hard for Microsoft to come after you with a patent/copyright violation, since they won’t know that it exists.

You would think that Microsoft would have come out with some kind of live system restore CD, wouldn’t you?
the Microsoft OPK comes with a somewhat live environment.
you might be able to build off of that.

Sorry , because Windows is such a primitive operating system , you are unable to run a Live CD/DVD like you can with Linux.
Actually , the more you do this , you realise how much more powerful Linux is.
You simply boot your pc with a Linux disc and load up the desktop , plug in an external USB hard drive for data storage , and do all your work saving to your USB device.
Shut down and you can effectively take your Desktop and Settings , plus data files with you where ever you go.
A little slower than an installed system , but extremely handy and the added bonus is your Operating System can never be over written or corrupted.
Want to update? Simply download a new release version of Linux and burn a new disc.

As political correctness said, yes there are programs to create a windows live CD and yes they are limited in what they can do. Most of the time they are designed for repairing faulty systems.
If you have a lot of time and computer savvy you could make one to function reasonably well. Would it be legal? In a sense yes and no, if it is your registered version of windows and you are the only one who uses it. It would be absolutely illegal to distribute it or give it to other people. Is it worth the Legal risk, absolutely NOT!
