Yes, Linux seems not to be in very best reliability. But maybe you could change to some other connection? Linux sometimes breaks up very easily. It’s either that or your Linuz format doesn’t match your Dell’s format. It needs to be able to get a strong, clear signal with the laptop. Or check if somebody is using your connection, that may be causing the problem, check your connection properties. If it says an other username, other than yours, then that means someone’s using up your connection, your speed, your reliability. There should be a phone number or contact information with your Linux, try contacting them and ask them, they’re the experts, we’re the helpers.
They’ve gotten all the answers, so ask the Linux company. I’m pretty sure it’s not the machinery’s problem, the speed, connection, or someone simply using your connection. That means another person is using a Linus modem or router, it sends to look for a signal, once your Linux’s signal shoots out, that other person’s signal runs and connects with it before your Dell Laptop’s connection reaches it.
