I have the same problem with a computer built with a MSI motherboard … the problem lays with the board …whatever Dell might be using …. not too much you can do about it though

Try to use different live CD from other Linux like ubuntu, knoppix etc,

You probably have a driver incompatibility problem. The Live Cd’s are mostly used for previewing a particular distribution.
The Live CDs usually include everything including the kitchen sink but that does not guarantee that you will be able to account for every variation of a PC.
If you really want to take the time to trouble shoot your case, remove all of the cards from your machine except the video and try to boot. (You probably have integrated disk controllers and such).
If you still can not boot and can not tell where it stops, download the full distribution and purchase a cheap drive….If you are determined to run that particular distribution.
Might it recommend a different distribution…I prefer the following which are pretty robust:
Red Hat, SuSe,Solaris x86, Ubuntu.
If only AIX made a version for x86.
