Installing Ubuntu using Wubi is just fine. Performance wise it all depends on the speed of your machine. For example I have a 2.4ghz P4 CPU with 2gb RAM and both Wubi/mint4win plus LiveCD/DVD are as fast as a Full installation.
Download Ubuntu 9.10 and create a LiveCD
http://releases.ubuntu.com/karmic/
Boot in to Windows and insert the Ubuntu 9.10 LiveCD
You should then be presented with an option to install Ubuntu within Windows I recommend this option and it offers just the same as Wubi installer http://wubi-installer.org/ however I feel it is always preferable to have the LiveCD in case you should need it (Windows 7 run Wubi in vista compatability mode)

I always suggest doing what is most comfortable for you. If installing via WuBi is comfortable for you then use WuBi. Personally I’ve installed with the LiveCD since Ubuntu 6.10 and never had a problem. That being said I make sure to run Disk Cleanup and Defrag Windows 3-5 time before installing Ubuntu (I try to minimize the size of Windows and then push as much of the info to the front of the Windows partition so that I don’t wreck Windows when I install Ubuntu).

Install the stable and excellent 9.04 instead of 9.10, the latter has still some bugs to be ironed out.
