1. Use windows install cd, use the formatting tool in the windows installation routine to setup a partition for your windows system (for example half the hard drive).
2. Install Win to that partition.
3. Use linux install cd, choose to install it to the remaining hard drive space.
4. Linux will set you up with a boot manager that let’s you chose between win and linux at startup.
Pretty much fool proof, just make sure you leave some room for linux on your hard drive during win installation, if you don’t the linux installation will resize the win partition. which works most of the time, but can sometimes mess up your stuff.

You need to do a complete install of Fedora. After that you will be presented with options of what OS you wanna boot up.
Its called a dual boot system.

You can always Install Many Operating Systems as Virtual Machines on one system
there are many available Virtual Machine software out their but my personal favorite is Virtual Box

I am not sure how you did the fedora install. You might not have actually installed fedora or just not installed the fedora bootloader properly.
