Use Wubi instead. It will download an install what you need. The live CD installer is to be used in a linux setup an will not work from windows.

You don’t have to use a dvd, you can use a cd.
After you download the .iso you are not supposed to open it but burn the iso image to a cd. See the first link.
You probably should use the 32 bit live cd standard download method. See the second link.
Be sure to read the instructions for opensuse. See the third and fourth links.
