I believe with both Windows Vista and 7 there is a windows utility to burn ISOs. Just double-click the ISO file.
I have used the one in Windows 7 and am pretty sure of the existence of the Vista version.

i personally use winzip and drag file to cd and write files to cd with windows

You can’t just burn the ISO to the disc as a data disc. You need to write the ISO to the disc as an image. I don’t believe Windows Vista comes with anything that can write images properly, but if you just don’t want to pay for anything, then use InfraRecorder. It’s completely free and does precisely what you are asking. If you’ve ever burned an image before, then you will find the interface pretty straightforward.
