Once you have deleted it from the recycle bin the space the file occupied is marked as free space on your hard drive and will be able to be used

you deleted the icon from the desktop.
If this is a program go to Control Panel, select Add and Remove programs, select the program from the list of programs and follow the prompts.

holding shift while pressing the delete button deletes it without the recycle bin.. if it is removed from the recycle bin it wont take up your disk space, to remove a file in cmd or command type del C:/*the path of the file*/*first 6 characters of file*~1.jpg
You should get that an example is del C:/Progra~1/pictur~1.jpg
to delete picture of me.jpg in program files, if something like Progra~1 could be 2 things, try using ~2 ~3 and so on.
Programs like Frostwire/Limewire will delete files that are any size, any length, it helps a lot.
